The outcome of the Resolution Process

Turkey had done all it can to have PKK lay down arms and start putting up a struggle at a political level. In all the meetings with the organization's leader, Abdullah Öcalan, who continues his imprisonment on Imralı Island, since the beginning, January 3, 2013, the infrastructure for disarmament was actually prepared. On May 8, 2013, the PKK announced that they began retreating. However, on June 10th, they backed down. Since that day, the PKK didn't take any meaningful step and used the no-conflict process for the sake of establishing dominance in cities. Especially in the Southeast, they established local courts. Waylays and illegal tax collections continued. However, in order to prevent the Resolution Process from receiving any damage, this situation had been put up with.



Actually, the public closely witnessed that; Qandil and their political extension, HDP, forcefully said yes to the Resolution Process due to Öcalan, and yes, this was not so sincere. However, since the community accepted the peace, there were no reasons to restart the conflicts. PKK and HDP found a reason in a short time. Following ISIL's attack on Kobani, a propaganda process started. In the Southeast, where the organization is active, they spread the following disinformation: “Turkey is supporting ISIL”. Through this disinformation, the conservative Kurds in the region were considered equal with ISIL. PKK news sites and HDP constantly increased the tension and much fabricated news was published.



Thus, they attempted to create a hatred and reaction among the Kurds, who accepted the Resolution Process, against the government. However, Kobani survived thanks to the aid from Turkey, and the injured PYD members were treated in Turkey as the government allowed it. Since PKK/PYD were still a terrorist organization that was fighting against Turkey, the risk taken by Turkey was great. As a matter of fact, as Kobani was falling, Turkey allowed the heavily armed Peshmerga to pass from Turkey's lands into Syria with the decision taken in the Parliament with AK Party's votes. The Free Syrian Army, who was in a beef with PYD, had been convinced by Turkey to fight in Kobani. Thus, Kobani was saved from falling.



HDP voted no for the Parliament permit that was necessary for the heavily armed Peshmerga to pass from Turkey's lands. Thus, they've shown their insincere attitudes regarding the Kobani matter.



However, HDP and PKK made a street calling at the beginning of October 2014 that would be ending the Resolution Process. Scary incidents were experienced. Fifty-two Kurdish citizens lost their lives during those incidents. It wasn't reasonable, because everything was on track in the Resolution Process. Moreover, the government solved many problems of the Kurdish citizens, independent from the meetings with the PKK, the ban on Kurdish was lifted and Kurdish education was freed in private schools. The state opened a TV Channel that broadcasted in Kurdish, the ban on Kurdish political propaganda was lifted, and the names of the places were also returned. Actually, with many more reforms like this, Turkey had resolved the Kurdish issue officially.



PKK had not done anything on their part since the beginning of 2013. What they have to do is retreat. However, with their constant maximalist demands they have raised a serious opinion that they are insincere.



There are general elections on June 7th. HDP is in alliance with the actors that gave birth to the Kurdish issue. PKK is fighting against AK Party, who is their rival in the Southeast and East, with the power of guns. Mysterious attacks and deaths have increased. AK Party member provincial and district directorates are being threatened with death. However, in the West, the same HDP is trying to teach democracy to the government and following a two-faced strategy.



All these are showing that the Resolution Process will be progressing in a different modality after the elections. Possibly, the government will be asking Öcalan and HDP/PKK, “Make up your minds, peace or war?” Because it's being thought that PKK and HDP don't care about the process and, instead, are exploiting it. Most possibly, the process will be conducted together with the Kurdish community. PKK and HDP will not be allowed to use the Resolution Process as a trap.
